So the OG Heroine is so popular that...they have to punish her best friend for the crimes of other people? If it was only using FL as a scapegoat in order to allow the Saintess to marry the prince, I could see it, though I think there are better options. But they keep on going on about how FL has to take "responsibility" because other people bullied her friend. That's not taking responsibility, that's insuring those actually responsible avoid their responsibility. They also talk about it being the result of the Duke's house being "outmaneuvered", but what if the kingdom saving Saintess just, you know, announces the truth? That FL is literally her best friend, and its the actual bullies and their allies that are making false accusations? From what they've said, she's basically treated as a divine figure at this point.
