Nah, not necessarily. But children learn how to act when they grow up. So if they always get what they want when they want it, they simply think that's how the world works. It's not that they try to be mean, they simply don't understand when this rule suddenly gets overthrown. They think what they do is right. Especially when the child grows up without much contact to other children. 
It's the same with abused children. They think it's normal to get treated that way, that's why they often don't try to tell anyone. 
It's pretty hard to change that way of thinking again, so they way you grow up and the parent's values have a gread influence on your whole life...
