So the brother (and maybe also the father?) have been away at the capital for the last five years. Which means he didn't return when his mom was sick and bedridden, nor did he return for her funeral. What a piece of shit.
This "hint" thing for the event seems wildly unfair, as it just puts a target on some first years and encourages everyone to bully them.
