I don't know if this was intentional, but it seems like Arthur is suffering from PTSD, due to his military past. Going around as a maid is a type of escapism from the trauma he's suffering. Would be interesting if the manga explored his story from this angle, but I suspect that would a little too deep of a subject for a story like this.
