Maids in a noble household are long term live in positions, so what value is brought by a paying a middle man to hand over their wages to them? Sure I can see value in an employment agency that just makes it easy for a household to find new maids to employ, but I can't think of a reason for them to continue being involved long term. It also creates a situation where it weakens loyalty to the noble household, which is probably bad for them. I thought they were going to turn it into a spying/sabotage thing.
